Turkey eSIM: coverage, prices, and why the IMEI registration rule does not apply

Turkey has a rule most visitors do not know about until it bites: a phone brought from abroad that uses a Turkish SIM has to be registered with the government within 120 days, and the registration fee is large enough to be a serious part of the phone's value. That single fact is the best reason to use a travel eSIM here instead of a local SIM.

The IMEI rule, briefly

Turkey blocks unregistered foreign phones from Turkish networks after a grace period. A tourist SIM from Turkcell, Vodafone or Türk Telekom works for that period and then the phone is cut off unless you pay the registration fee at a tax office. For a two-week trip the block never arrives, but the fee has surprised plenty of people on longer stays.

A travel eSIM is a foreign roaming line, exactly like your own carrier's roaming. The phone is roaming on Turkish networks, not subscribed to them, and the registration rule does not apply. That is also why there is no passport registration to buy it.

The networks

Landing at Istanbul

Istanbul Airport (IST) and Sabiha Gökçen both have full coverage. Turn off Airplane Mode, set data to the eSIM with Data Roaming on, and use BiTaksi or Uber from the app. The Havaist bus and the metro both take contactless cards, so you do not need a local SIM for anything on the way in.

What to know

• Traffic exits through a European gateway, so websites may show a European country. GPS apps are fine.
• Some services are restricted in Turkey at times. That is at the national level and applies to every SIM and eSIM equally.
• Getting a Turkish number for a local bank or delivery app means a local SIM and the registration clock. For a visit, the eSIM avoids all of it.

How long is the grace period before a foreign phone is blocked?

It has been 120 days for some years. It only matters if you use a Turkish SIM. A travel eSIM never starts the clock.

Does the eSIM work on Turkish Airlines connections through Istanbul?

Yes, in the terminal. Buy the 1 GB plan for a long layover.

Is Turkcell included?

No. Vodafone and Türk Telekom, which together cover the same places for a visitor.
