Montenegro eSIM: data for Kotor, Budva and the coast

Montenegro is not in the EU, so European roaming plans usually stop at the border. What our eSIM covers, what it costs, and what to expect in the bay.

Montenegro catches a lot of visitors out. It uses the euro, it is surrounded by countries in or near the EU, and it is not in the EU, so the "roam like at home" data most Europeans rely on stops at the border and expensive per-megabyte roaming starts. For visitors from the US it is simply another country with its own rates. Either way, a local data plan is the answer.

The networks

Three carriers cover the country: Crnogorski Telekom (T-Mobile), One and m:tel. Our eSIM connects to T-Mobile and m:tel. Between them they cover Kotor, Budva, Tivat (and the airport), Podgorica, Herceg Novi, Bar and Ulcinj well, with 4G along the coast road and 5G appearing in the towns. Durmitor and the mountain interior are thinner, with signal in Žabljak and the villages and gaps on the passes.

Arriving

Tivat airport is ten minutes from Kotor and has coverage in the terminal. Podgorica airport likewise. If you arrive by road from Dubrovnik, the eSIM connects once you cross; your Croatian or EU data will have stopped at the border post. Set data to the eSIM, Data Roaming on, and the taxi apps and bus timetables work.

The Bay of Kotor

The bay is steep-sided and the towns are on the water, so coverage is good in Kotor, Perast and Dobrota and drops on the hiking trails up to the fortress and the Ladder of Cattaro. Boat trips to the Blue Cave and Our Lady of the Rocks have signal near shore. Download offline maps for the hikes.

Common questions

Is Montenegro covered by EU roaming?

No. It is a candidate country, not a member. Some EU carriers include it in wider bundles, but the default is expensive roaming.

Do I get a Montenegrin number?

No, data only. WhatsApp and Viber, which locals use, work over data.

Does the eSIM work on the Kotor cruise ship terminal?

On land, yes. On the ship, the ship's own network takes over once you leave port.
